概要 Abstract: Information is now organized by for-profit companies; furthermore, using the idea of 'PageRank', information that matches a user's need with the Google search-engine can now be provided. Then, for-profit Internet service providers could easily collect this information. In recent news, National Security purposes and the associated invasions of privacy have become an issue in our lives. This study discusses how to reconstruct a governance structure between Internet Technology, such as the Google search engine, and Human Rights (HRs). Privacy is protecting HRs. Our society are based on market mechanism, in where handle the privacy equal to money. The Google algorithm (The PageRank idea) calculates this privacy as a basis for on searching, this is a real issue in our society and the democratic world. See Figure 1. This shows a concept of this paper. This conceptual diagram represents the A. to D. factors. Our methodology is similarity between A. "PageRank" and C. Smith's "sympathy". The factor B. Human Rights (HRs) give a meaning about the technological process. The privacy is affected by the structural change of those factors, and will be explained in recent structural movement afterward. As you know, Google dominate the market share of searching, and to think any other way, they are collecting the personal needs. Privacy is just equal to money. Then, we are applying a solution finally in this situation, which is the 'right to be forgotten', for protect those personal data and it shows a European governance structure, like stop the inflation.
