Details This presentation is based on a case study of Iitate village, still in designated as the forced evacuation zone triggered by Northeastern Great Earthquake Disaster on March 11th,2011 and the subsequent First Fukushima Nuclear Plant accident.
We interviewed four evacuees who resumed farming outside the village,and documented the process to reach successful resumption. We also discussed the possibility of regional restoration after their return to Iitate Village in the near future.
Before the Nuclear Plant accident, there were approximately 960 farms in Iitate Village. After the evacuation, those who resumed farming outside the village are approximately 20 and their farming style is diverse. We interviewed four farmers among them, and found that they were common in having strong will,to engage in farming again, by obtaining farmland in settled places and public funds. We also found that the damage compensation paid by Tokyo Electric Power Company, TEPCO, was insufficient but played an important role to resume farming in several cases.
For some municipalities but not for Iitate Village the central government decided to release the forced evacuation status, so that several farmers already returned home. In order to facilitate regional restoration after farmer's return to Iitate Village, it would be necessary to provide continuous support for restoring farmlands, funding and compensation depending on the individual situation and farming type.
