概要	A balanced and integrated approach is needed to resolve various water<br /> issues, such as water shortage, floods, and water pollution. This paper aims at<br /> proposing an integrated approach of water resource management at the national level<br /> by examining Japanese development assistance. It reviews nationwide master plans<br /> (MPs) of water resource management that Japan International Cooperation Agency has<br /> supported nine developing countries to formulate since the 1980s. The purpose of the<br /> nationwide MPs is to establish a basic framework for water resources development and<br /> management in a manner consistent with overall national socioeconomic development<br /> objectives. It was found that these MPs have contributed to optimize water resource<br /> development by coordinating multiple sectors.
