概要 | This article attempted to identify the underlying factors creating different perceptions of and policy instruments for multifunctionality in developed countries. The main conclusion is that the types of farming and the length of cultivation history determine the highly valued elements of "non-commodity outputs" (NCOs), and ultimately condition the interaction between agricultural production and NCOs (i.e., the shape of the interaction curve) as well as the way in which externalities exhibited by agriculture should be internalised (i.e., incentive or disincentive). These combined factors in turn decide the optimal policy instruments to address NCOs in each group of countries; tariffs and output-linked payments for Japan, cross compliance payments for Europe, and regulations and taxes for North America and Oceania, respectively. This article shows that the above hypothesis goes a long way to explaining the divide between the Old and New World over priorities to NCOs and the divide between Japan and Europe over policy prescription for addressing NCOs. |
