概要 | Conventional engineering solutions, such as the construction of dams, levees, and other structures alone, cannot reduce combat these increasing flood risks. This chapter aims to assess the policies of flood risk reduction and innovative measures of managed retreat and green infrastructure. It reviews recent efforts in major flood-prone countries such as the United States, European countries, and Japan. These countries are increasing their investments in flood risk reduction and promoting innovative programs. Managed retreats that relocate houses from high-risk areas to safer locations can eliminate flood risks. Green infrastructure and nature-based solutions are expected to resolve multiple issues, such as preserving ecosystems and promoting local industries, in addition to reducing flood risks. This chapter examines the lessons and challenges of innovative measures to reduce flood risks under a changing climate. |
