概要	G. F. Kennan developed　his strategic thought through the education of the National War College.He thought that future wars should be limited inthe right of striking the　balance between politicalconsiderations and military operations. He adoptedthis doctrine　in the process of policy making of the war objectives again- st the Soviet Union. By　comparing five modern wars in which Russia enga- ged, he maintained that Russia was vulnerable a- gainst limited wars but it’s resistance in total wars was formidable. He recommended that US　should not seek total victory in the case of a war against Russia. Any war between the super-powers should be settled by political negotia-tions.
