概要	This paper aims to evaluate as to whether Japan's quest for tighter disciplines on food export restrictions in trade negotiations is successful by taking the Japan-Australia Economic Partnership Agreement (JAEPA) as a case in point. The answer is "no" since a "best endeavor" clause not to institute food export restrictions in the JAEPA are weaker than Japan's proposals in the WTO and similar provisions in the regional trade agreements concluded by European countries. Japan's real objectives of demanding tighter disciplines were not to secure stable imports but to contain exporting countries externally and to sell politicians unpopular trade agreements internally.
